Programmatic need being met by this request: A project manager is needed to oversee execution of the project plan to manage the third party contractors providing support services to Client on various aspects of the Clean Transportation Prize program.

d) Detail orientation and task management skills.

Are there any specialized skills that must be present for the position to be successful?

Energy and Transportation industry experience essential. The desired candidate will have a strong drive to work with the NYSERDA team to advance the state's climate agenda and deliver a program that will benefit disadvantaged communities

Are there any skills or tasks that the resource needs at start of engagement:

Candidate will be onboarded during ongoing Prize design work. This resource must be able to ramp up quickly and take over leading the operations work of the project plan, which has been developed in MS Project.

Certifications and qualifications, including education/degree:

Required: Minimum of Bachelor's degree; PMP certification is highly desired. Experience within transportation or energy sectors.

IT systems that will be used:

Salesforce, NEIS, Office365 Suite including MS Project

Tasks:

  1. Work closely with the Client Project Manager to ensure timely planning, management, and tracking of prize program operations plan, including analysis and reporting of related data points and benchmarking across the program’s work streams
  2. Identify and assist in troubleshooting problems and issues as they relate to operational activities
  3. Develop strategies and tactics for program implementation, monitoring, and effectiveness and, as necessary, make recommendations on areas for improvement
  4. Coordinate and collaborate with internal support staff to manage internal processes and approvals e) Manage cohort of support service contractors that are collectively helping to administer the prize program
  5. Maintain relationships with Client partners and identify opportunities for additional functional partnerships that can add value to the prize program operations and outcomes
  6. Develop materials such as slide decks, written status reports, internal forms, and other documents to communicate the ongoing health and success of prize program to the Steering Committee and external partners.

Skills and Experience Needed:7-Years

General Guidance for Expected Years of  Experience : At least seven years of relevant experience.

Technical & Professional Skills & Knowledge:

Has well developed understanding of relevant technical principles and their application to a program area. Develops/formulates Deployment issues, problems and needs in at least one technical area. Has acknowledged expertise at conceptual level of technical skills and knowledge in at least one program area. Has basic understanding of State energy/environmental economic development issues.

Creativity in Project & Program Development

Has developed and managed projects with little specific direction. Develops new projects and co-funding sources with own initiative. Carried out development of several projects through competitive solicitation phase that may or may not result from own initiative. Has provided ideas and rationale for program development in at least one technical area.

Organization Skills & Productivity:

Has demonstrated ability to implement projects in a timely manner. Demonstrates the capability to manage all aspects of on-going projects with no supervision. Is able to prioritize workload with other responsibilities. Effectively discharges general technical and project management assignments in a timely manner. Demonstrates strategic thinking connected to the organization’s goals.

Leadership / Interpersonal Relations / Judgement :

Salesforce, NEIS, Office365 Suite including MS Project Has demonstrated ability to effectively head working groups or program teams. Provides guidance to junior staff when appropriate and can supervise the day-to-day work of interns. Has full confidence of peers and superiors. People skills have developed to show leadership and an ability to motivate others.

Communication Skills & External Relations:

Has demonstrated ability to produce both written material and verbal presentations that are direct, recognize and focus on issues, are both comprehensive and concise and require editing only in most sensitive and complex areas. Is able to negotiate effectively with contractors and interface effectively with customers and other outside contacts. Has demonstrated ability to prepare and present papers at professional meetings, seminars and conferences.
