Project Manager-2

Programmatic need being met by this request: Seeking to hire a Project Manager to help coordinate and manage programmatic, administrative, and contract compliance documentation and tasks. Engage across the Authority and with external parties, as necessary, to ensure Tier 4 contract compliance.

What skills are needed to be successful in this role?

Experience developing, organizing, and managing critical path documentation, including compliance documentation and other deliverables

• Ability to multi-task, track and follow-up on action items and task progress, remove, mitigate and/or facilitate resolution to roadblocks

• Ability to review, draft and interpret contracts

• Familiar with RFP development, bid processes, bid evaluation

• Ability to manage budgets, expenditures and contracting processes

• Ability to work independently, be proactive and take initiative

• Excellent writing and communication skills

Are there any skills or tasks that the resource needs at start of engagement:

REQUIRED: - Microsoft Office including Word, PowerPoint, Excel, SharePoint

PREFERRED: -

- MS Project, Visio

- Familiar with typical project management tools to monitor contract compliance (requirements matrix etc.)

- Familiar with Renewable Energy Credits- Experience with software development life cycle

- Enterprise accounting software.

Certifications and qualifications, including education/degree:

B.S + 7-10 years of relevant experience, or MS + 3-5 years of relevant experience, mandatory

Certified PMP, preferred

Experience in government or working with government, highly preferred

IT systems that will be used:

MS Office Suite (Excel, Word, PowerPoint)

- MS Project

- SharePoint

- Salesforce

Tasks:

  1. Prep, coordinate and attend monthly project (and other) meetings, develop draft minutes, monitor and update action items/tracking tools
  2. Maintain document repositories, including records and permissions for SharePoint and Salesforce sites
  3. Serve as a point of contract for internal and external stakeholders, escalating issues as needed
  4. Work closely with other NYSERDA functional departments (energy analysis, legal, information technology, and finance) to implement contract actions
  5. Prepare administrative materials as necessary to adhere with NYSERDA processes and policies, then monitor progress to completion
  6. Draft internal and external process documentation, develop and maintain data gathering tools and templates, coordinate contractors as needed
  7. Prepare briefing materials, talking points and participate in internal and external project meetings
  8. Develop and monitor appropriate project metrics to identify risk and compliance
  9. Generate charts, tables and tools as necessary to quickly convey project status to executives and others, internally and externally
  10. Establish and maintain program budget tracking
  11. Support, when needed, development of a software platform.

Has well developed understanding of relevant technical principles and their application to a program area. Develops/formulates Deployment issues, problems and needs in at least one technical area. Has acknowledged expertise at conceptual level of technical skills and knowledge in at least one program area. Has basic understanding of State energy/environmental economic development issues.

Creativity in Project & Program Development

Has developed and managed projects with little specific direction. Develops new projects and co-funding sources with own initiative. Carried out development of several projects through competitive solicitation phase that may or may not result from own initiative. Has provided ideas and rationale for program development in at least one technical area.

Organization Skills & Productivity:

Has demonstrated ability to implement projects in a timely manner. Demonstrates the capability to manage all aspects of on-going projects with no supervision. Is able to prioritize workload with other responsibilities. Effectively discharges general technical and project management assignments in a timely manner. Demonstrates strategic thinking connected to the organization’s goals.

Leadership / Interpersonal Relations / Judgement :

Has demonstrated ability to effectively head working groups or program teams. Provides guidance to junior staff when appropriate and can supervise the day-to-day work of interns. Has full confidence of peers and superiors. People skills have developed to show leadership and an ability to motivate others.

Communication Skills & External Relations:

Has demonstrated ability to produce both written material and verbal presentations that are direct, recognize and focus on issues, are both comprehensive and concise and require editing only in most sensitive and complex areas. Is able to negotiate effectively with contractors and interface effectively with customers and other outside contacts. Has demonstrated ability to prepare and present papers at professional meetings, seminars and **s.
